There have been a number of books in recent years that have sought to present the complete history of American civil defense. The fact that none of these works has succeeded in presenting a full rendering of Cold War homeland security is testament to what a tall order the goal is. David F. Krugler, however, is one author who has done a commendable job of explaining civil defense by narrowing the focus to one geographic location (Washington, DC) and one time period (Truman through Kennedy) in his book "This is Only a Test: How Washington, D.C. Prepared for Nuclear War." There is also a brief postscript that deals with the broader scope of what happened to civil defense in the post-Kennedy years.

Krugler, an Associate Professor of History at the University of Wisconsin at Platteville, includes numerous fascinating tidbits in his overview of the glory years of civil defense including descriptions of the massive Alert America Convoy display, the Operation Alert civil defense drills and even some background on some of the civil defense educational films of the era.

“This is Only a Test, How Washington D.C. Prepared for Nuclear War” is an invaluable reference tool in the CONELRAD library.
